Bill, You are doing nothing wrong. As far as I know the Geo Location Database is not compiled by Legacy and is very much American - even the European files. The fact is, it does not wok correctly for most of Europe, unless one is prepared to enter inaccurate data for locations.
As I have said before, I rarely use it, and where I need a location I use Multimap (Now Bing) or Google Maps. My advice, don't waste your time.
