I think of both of these as assertions. I want to record both of them.
Labeling one as a "fact" is not important to me. I record them all and
make choices as to which ones to print in reports. I guess you could
argue that by making a choice I am in effect labeling these as
facts/non-facts, but I don't think of it that way.
If I were building a genie program from scratch I would, in the
reporting module, generate reports based on an assertion's source's
surety level.
For example, my database might contain these assertions:
Parents A & B
Child #1 (surety level 1 - maybe an Ancestral File entry)
Child #2 (surety level 4 - maybe a parish register)
I would allow the user to specify a minimum surety level when producing
a report. So if the user specified a minimum surety level of 3, the
report would display:
Parents A & B
Child #2
The existence of Child #1 did not meet the requirements and is not
displayed in the report. Maybe this report is for an article in a
publication.
If the user specified a minimum surety level of 1, the report would
display:
Parents A & B
Child #1
Child #2
Maybe this report is for Aunt Mabel.
The above example oversimplifies things, but serves to illustrate my
thinking.
