Does confuse me a little that Legacy allows you to attach files that can't then 
be viewed by others except in the actual program.  Although on thinking about 
it, I wonder how you could link to a separate document in anything other than 
an html version of a report - I thought at least that would be an option.

I don't think so, but you can use a pdf editor to attach external files.
