It is Foxit PDF Editor. They have an evalustion version that you can
try for free. The full version is $99 US.
I have no financial interest in this company. I haven't actually used
the PDF Editor. I just use Foxit Reader to open PDF files, as it has
fewer security holes than Adobe.
