YES. As most of us recommend, always gedcom into a new file, fix the locations 
to the way you like the locations, then merge together. That way you can also 
use the tool to make that author a Source for each person automatically. So 
when you merge a person to himself, you can scroll the sources into your order.

I want to import and merge a GEDCOM with my Legacy family file, but the author 
of the GEDCOM did not format the places uniformly.  Some contain the county, 
some don't, some contain the word "county;"  Some abbreviate the state, some 
write it out, etc., etc.

Is there a tool where I can edit the GEDCOM before or after it is imported and 
merged to format the places uniformly, without having to go one by one?
