Not that I'm aware of. Your task may not be as great as you are assuming
it will be. Legacy has the Location Master List where changes can be
made to a single location and those changes applied to all individuals
and marriages that used the location before the change.

Also, you can merge differently formatted locations into a single entry.
Again, this reduces the amount of work to be done.
