This is an old bug reported for legacy version 6, don't know if this
was fixed in thee final build of version 6.
A workaround was to Open Internernet Explorer and select to work On
line (even if there is no Internet connection).
After this Legacy should open and the user could select the option on
the Home tab to never connect to the internet.
