She needs to go to the Legacy Home Tab and click on Options > Options
> Internet Options.  Select the option "never check the intenret
unless a link is clicked..."

It doesn't matter which tab you start on. When the first option
"Allow Legacy to connect to the internet..." is selected, Legacy will
always check the website when you open the program so it can look for
updates and bring you the Legacy News.

There's no need to delete *all* .usr files.  Each tab within Options >
Customize can be reset individually - the option for which tab Legacy
opens when starting is on the General tab.

Family view is the default.
