Sure it is. Just go to the Legacy program folder and double-click on
Legacy.chm.

If Evert's suggestion doesn't work, then I don't think a reinstall will
work either. If Evert's suggestion does not work, is it possible for you
to temporarily connect this PC to the internet? If so, you could start
up Legacy, go to the Legacy Home tab, click Options (upper right
corner), then click on the Options... context menu item. On the dialog
that pops up, check the radio button that begins "Never check the
internet...".
