Tim-  I believe what Sherry means is something like this happens:

Say you enter your grandfather on January 1, 1995. You also enter
several other people on the dates of January 2, 1995, January 3, 1995.
You are using Legacy. You make a Gedcom of your family file, perhaps
to share with a cousin, or just for backup purposes, on January 5,
1995. You keep this Gedcom. Gedcoms do not save the date you entered
data into Legacy.

Today (also using Legacy), you realize you need to import that Gedcom
you made in January 5, 1995 to a file. Legacy doesn't know better, and
when you import those people, Legacy assigns them a today's date. For
Legacy to use the original date, somehow, someone would have to change
the Gedcom format to accommodate and accept "date-added/modified"
dates for Legacy. There is a problem here. Let's say Millennia changes
the Gedcom format to accept those dates- can you imagine the uproar
Millennia would have if someone were to take a Millennia-Legacy-built
Gedcom and try to import it into one of the competitors? There are
arguments in both directions as to the validity of this, but I believe
it is a strength for Legacy not to put "date-added/modified" dates
into Gedcoms. There are those who will disagree- and I won't argue
either way.

This is also why you lose bookmarks- The current Gedcom standard does
not accommodate those either.
