I use end-notes (vs footnotes) from the report options to do this.
(and i think there's a couple other check-boxes to play with too.)

You also have to be careful when entering the same citation in
multiple places that you don't edit them in any way.  For example, if
you are using Source Writer, and enter say "p.1" in once case and
"page 1" in another Legacy will see this as different citations.  Use
the source clipboard and be smart about how you enter the data
(especially Source Writer details) to enable Legacy to collapse
citations as much as possible.  So far, census citations require the
most forethought for me.  There's a prompt to enter something like
"entry for John Doe family".  However, if that census page includes
multiple families, I prefer entering something like "entries for Doe,
Smith and Jones families".
