Where in the help file it should be located is another issue. You flatly stated that "no where does it tell the user of the software where to find the Advanced Tagging window!" If you can not read the entire section of the help file you are looking in for help, it is not the programmers' fault. Instead of graciously accepting that you were in error, you changed your attack to another subject entirely instead of politely making a suggestion through proper channels provided by Legacy for that purpose. That kind of aggressive attitude is not very likely to garner help and will put many people off.
