It really doesn't make any difference.  Do whatever is easiest for you.

As you add each person (s)he will be assigned a RIN (Record ID Number)
and some people like to try and keep these in some sort of order with
perhaps themselves as number 1, but it becomes increasingly difficult to
maintain the order as your research progresses.  It makes no difference
at all to Legacy if the RINs are all jumbled up.
