It's not so much a case of "should have" as what you prefer to do. If you look closely, you will see that Legacy refers to Events/Facts, so I don't see any problem in entering either Facts or Events in the "Events section." It's really up to you whether you want to lump all facts together under the heading Biography or want to make a separate Event/Fact for each one.
