I also include the words county and township, etc.  And yes, I include
township names because it pinpoints an area more precisely.  There's never  any
guessing.  We have areas here in Ohio that also used small community  names
in rural areas.  I also include those.  Needless to say, I don't  use the 4
section placement.

You don’t,  that is why I always ADD the word County in ALL cases. I think
it is just plain  stupid that these mapping sources have gone to this
method. If one does NOT know  about this method, then they will not know if it 
is
the City or County that is  being used.

Well, now I'm confused a little about this  naming convention. I understand
there are different points of view over this  subject, so I'm not trying to
stir anything up--just trying to figure which one  works best for me.

If I have a place name set up:
, county, state,  country [where I don't actually use the word 'county'
after the county  name]

Then, when I go to generate a report and I leave off the leading  commas,
how do I know that the first word is the name of the county and not the  name
of a city?

Or *I* may know this type of naming convention but if I  give a report to
someone not familiar with this, how would this not confuse  them?
