Now I'm just thinking out loud because I have not tested this, but it seems feasible that you could use the SEARCH and REPLACE features to go from 4 to 6 divisions, for example, in the place names. You would let the system add the leading commas to all the locations to increase them from 4 to 6. So, I think you could change your system later on, if desired with a little trial and error and working with a backup to see how it worked.
