That's a unique approach, Richard - something to think about for those who want to use addresses within the location itself.
I just did a simple test on my website to see how the locations would display if I used "variable" fields (from 3 to 6 divisions) and I was surprised actually. On the MAIN PLACES page it seemed to start with COUNTRY as normal, as long as I used COUNTRY in the last division. And as long as I used STATE in the next to last division, that sorted properly for the SUMMARY MAIN PLACES PAGE. (PLEASE NOTE: I DID NOT ATTEMPT ANY UK, ETC. IN THIS TEST). But, where one runs into trouble is if you want to sort each and every place in order in the MASTER LOCATION LIST. My test of showing ALL LOCATIONS in alphabetical order and using from 3 to 6 divisions produced the alphabetical master list like this: 124 Revere St, New Haven, Lenox Township, Michigan 191 Apple St, Battle Creek, Calhoun Co, Michigan, USA Annapolis, , Maryland, USA Battle Creek, Calhoun Co, Michigan, USA Boston, Massachusetts, USA CANADA Cathedral Church, 141 Washington Rd, Detroit, Wayne Co, Michigan, USA Detroit, Wayne Co, Michigan, USA New Haven, Lenox Township, Macomb County, Michigan, USA Windsor, CANADA As you can see if you were to use such a scheme without regard to how many divisions you use, the sorting will not be correct. The numbers 1, 2, 3 will come first for one thing. That's why Richard's idea to put the address behind the city with a - seems to be a good idea if you want to put addresses in the actual location field. And if you have something like a church or cemetery, those things would sort by their names and not by their cities. So, bottom line is whatever you decide, in my opinion, it does matter how many divisions you use and whether you are always consistent with the entity you put in each division.
