If you look in the Archives for this group you will find dozens of
messages on this topic.

In a nutshell, England is the country and the next element is County but
there are many instances where you will not be able to fit an
English/Scottish/Welsh location into the "standard" 4 fields.

The "correct" way to record locations is as they were at the time of the
event and I think most people do it that way, but many will add a note
somewhere to record the name change(s).
