It's hardly possible to get it wrong!

Right click on the .ged file, click "Open with" and select Legacy.exe. If it's 
not on the list then click Choose default program > Browse - you should find it 
in C:Legacy, if not on the expanded list. Make sure to check the "always use " 
box.
