I've used the manuscript source for this same purpose a few times. As in your case, the original source documentation was mostly missing. However it was not completely missing, and for sources that were mentioned I would make one TODO something like "Find Sources Mentioned in the Jones Family History by Jim Jones" and list them all there - just sort of a bulleted list.
It would be nice to do something similar in this case. However I can't think of a good way to attach this to something so that it is included in a Legacy produced report or GEDCOM. I know in the report options there are free-form pages you can add to a report, like an intro page. Perhaps that's the best, but it is a manual step each time you create a report. Oh, here's an idea, I'd have to play with it to see if I liked it, but on the Master Manuscript source there are a couple of text fields for transcription and comments (I think that's right). They each have an option of being printed with source citations. One of these could be used to include a list of source references cited in the report. Combined with the endnotes option on a report, this might work out well. Anyway, I hope you get the idea, but that's the only additional thing I'd consider so this level of detail is not lost when you share your CDs.
