Do you have Legacy installed to the default c:\Legacy folder? Windows7 won't let the program write ot the temp folder if you have Legacy installed to the Program Files folder.
If you have Legacy installed correctly, go to Options > Customize > Locations and make sure the "Location of temporary files" shows c:\Legacy\Temp. If it doesn't click on the "Reset" button on the right of the field.
