Michael, I have Legacy on Win XP, Vista and WIN 7 but not WIN 8, I'm not sure whether I will ever buy the latter version! On the ones I have the mapping works pretty fast, so if you are waiting for ages then something is wrong - "how do you mean "I have a limit on this"? or you on dial-up or something? In any event I don't think that the files are large.
There are various ways of accessing the maps, which one is being used? I will check it. Go to the Legacy Home Tab on the left of the tool bar, and the Options button is on the to right, clicking that gives "options" as one choice amongst others, and clicking that "option" should give you choices as to when Legacy can open the internet.
