You'd probably answer your own questions by going to the web site as
Sherry suggested, and seeing what it says there about Families. You're a
researcher, right?  Do a little research using the information that has
been provided.  ;-)

will take you straight there, or go to the link Sherry gave you, click
on "Add-on's" in the blue menu bar, then "Mobile apps (iPhone, Android,
Windows Mobile)" in the blue bar on the left, then click on the link for
"Families 1.0 - Legacy for Android".

Families works with your Legacy database, making it usable on your
Android (or Apple) device.  You can edit your information in Families,
and then sync it back to Legacy on your computer.

Families also provides a support message board, where you might also
find useful information about the app.  Follow the links on the page
above to discover it and take a look.

What do you mean by a "complete program"?
