Since Legacy is an international program (I have seen that there are translations of the program), Legacy will definitely want to make sure that this feature has the correct information as far as countries, states, provinces, etc. goes - so that the feature is actually useful (groupings are correct) and because I know that the issue of countries engenders strong feelings based on history and, of course, Legacy will need to make provision for the changing political geography - past and present.
