Yes, the census applies to the couple so long as they are living together but that is not neccisarily true for "the whole family". As the family structure changes with time children will be listed or removed from the family listing so every census will not all apply to every child. If the census is added only to the family how will that affect the search for census entries for the children and your ability to define a proper timeline of places for the children.
