Gedcoms should only be used to transfer data between different genealogy programs or to upload to websites.
They were never intended to use to transfer data between the same program such as Legacy to Legacy. The only time you would need to do that is if you need to open the Legacy Family File in an earlier version of Legacy for some reason. There are very rare instances where a database is corrupted and exporting to a gedcom can resolve a problem but I've only recommended that maybe two or three times in the 10 years I've been working in support.
