It could be used in the way you describe but the tool was conceived as a
one time thing to get scattered media into the one folder.

When you link a file from outside your default media folder Legacy can
be set to give you the option of copying the file to your default folder
so you will have copies of new files added to your media folder as they
are linked.

The setting for this prompt is on Options > Customize > Other Settings >
Message boxes. Click the optional reminder buttons then select the
questions tab.
