This has been a really interesting conversation. I've often thought about this problem as well.
I doubt this translates to a GEDCOM but in the Publishing Center, there is a Special Text Entry that uses Legacy Word. Is it possible to write up a general note in something like wordpad and save it to wherever you put your media files? Then when you go to publish, you can copy/paste the text in and format it however you wish. It's a rather sloppy work around, but when it publishes it will do nicely for that purpose.
