I've had this problem in other programs a few years ago where I had to adjust 
my screen resolution or display options in Windows 7 from the default (100%) to 
a higher or lower percentage to get the buttons to show up.  Sometimes the 
buttons would show up, but were below the bottom of the window and I couldn't 
read the labels on the buttons.  This was just a temporary solution because 
adjusting the display options made everything either too big or too small for 
other programs so I uninstalled the programs that were causing the problems.

I never had this problem in Legacy 7.5 or 8.  I recall it happening all the 
time in older Adobe software and WordPerfect which tells me it isn't a Legacy 
issue.  Mike Fry makes a good suggestion.  It is most likely the display 
driver.  I never had the problem again after my updated driver became available.

Sometimes, these sorts of problems can be as a result of an out-of-date display 
driver.
