In Charting to go APPEARANCE > BOX ITEMS. Highlight the word NAME in the middle box. Over on the right you will see an option for LAST NAMES ALL CAPS.

Data Format -> 3.4 Displaying Surnames that allows you to "Show SURNAMES in uppercase letters", but this option doesn't seem to be used by Legacy Charting.
