I tried to make it clear that these are not the kind of duplicates you are referring to. These have the same Family Search ID number. They are identical except for the Legacy Record ID Numbers (RIN). I haven't found a way to merge files that have the same Family Search ID number, but I'd love to hear about it if you know a way.

I have tried Refresh, Update Matches, Reload, and exiting the program and
starting over again. The duplicates remain.

Can someone suggest what I am doing wrong?
Thanks.

You are getting duplicates in your Legacy file because there are so many people in FamilySearch who are duplicated, triplicated, quadruplicated ....

If you KNOW they are duplicates you would be better off merging them in FamilySearch Family Tree before you download them into your Legacy file.

But if you have duplicates in your Legacy file you need to use the Merge function to combine them. I suggest you type "Merge" into Legacy's Help Index Search box, then select Manual from the long list of topics. Then you can read up on everything you need to know about merging records.

As you are new to Legacy have you thought about working through the Tutorials which are also available from the Help menu? They are really useful and take you steadily through all the facilities of the program. There is a lesson on Merging.
