Legacy has a long-time bug which makes it incompatible with the Windows setting to Show Window Contents While Dragging. So this Windows feature needs to be turned off.

To do this press your keyboard's Windows key along with the Pause/Break key. Click on Advanced System Settings, then on the Settings box for Performance. In the listing that appears remove the tick for "Show window contents while dragging" then click OK a couple of times.
