Are you using Legacy 7? The steps you list below are not for Legacy 9.
The menu structure for Legacy 8 and 9 is totally different than you
describe.
If you are using 7 then the option for generation lines is on the report
options > Format Tab. PS the report is a Descendant Chart since all the
reports in 7 on the Report Menu are charts.

I have looked at all the things to select in the report and cannot find what
I have done to now have no lines. It makes the report so difficult to read.

Which type of Descendant Report?
In Legacy there is a Descendant Chart Report (that has lines between
generations and may be the one you mean). There are also two narrative style
reports the Descendant Book Report and the Descendant Narrative Report,
since they are narratives they do not have lines unless you mean lines
between sections of the report like generations and or families.
If lines are available, as Jenny Benson says, look on the format tab of the
report options.
If you mean lines around the edges of pages those are on the page setup
options of most reports.
All the reports in the Legacy Charting module have lines joining family
groups and generations.
