And round and round we go. *If* the DbCL applies to the "database contents", then as soon as you take the data out of the database (substantial or otherwise), you have unrestricted data which you can do whatever you want with (including create a new, CC-BY database, and putting the data in it). On the other hand, if the DbCL applies to "the individual database contents"... I'm not sure what that's supposed to mean. Either it means the same as "the database contents" above, or it means you can use DbCL for an insubstantial extract but not the combination of multiple extracts (i.e. it is meaningless).
