OK, this is the same problem I've had before with settings.
I assume that the capability to have them in multiple locations
means that they 'cascade', and the last file read takes precedence.

The solution of removing all the settings from various files detracts
considerably from the power offered by the settings flexibility.

Is a config restructuring which cleanly cascades on a todo list somewhere?
(I know this has come up before, I can't remember how it ended up, sorry)
