I'm only a neophyte programmer, and mostly use Leo as a PIM/outliner instead of an editor, so the following is just an observation of what I *presume* is happening behind the curtains:
Continuing to use TaskCoach as a potential model for simplified Leo installation/execution-- TaskCoach.exe puts all the TaskCoach configuration files in the appropriate directories, and continues to be an executable in Windows; it *seems* to have the python runtime environment/wxPython support libraries included in the EXE. So, like TaskCoach, the proposed Leo.exe would be both the installer *and* the executable. More information on TaskCoach can be found here: http://www.taskcoach.org I have many colleagues that have fell in love with Leo as an outliner, but they become extremely frustrated during the installation process, and I invariably wind up doing the installation for all new converts.
