Maybe the simplest thing to do would be just to bundle Python, PyQT
and Leo into a single directory structure (i.e., just like it is
arranged in the normal installation as part of the system Python) and
put that together into an installer. For bonus points (really, just to
reduce the file count somewhat) bundle the standard library into a zip
file.

No different to the current setup, but with no external dependencies,
and independent of other installed software (i.e., the system Python).
