Yes, for an interesting reason.  Leo's core 

leoRst.py code is actually the third (and almost certainly the last)
incarnation of rst-related code.  An older rst3 plugin still exists, and
other people, including, apparently, Zoom.Quiet, still use an even older
rst2 plugin.  So we have to be a bit careful with our command names.

And: elsewhere (everywhere else?) we use `@ ....@c` for comments. Are there
