Building tests conditionally

We have some code in test/ which depends on the libraries being built.
If we have some widget/function/etc. 'foo' should we then have

  test/Xm/foo
  test/Xm-2.0/foo
  test/Xm-2.1/foo

of put all in test/Xm/foo and add more 'magic' to the Makefile?
