I am trying to chisel some time out to figure out what caused this in
4.06. I'm quite puzzled at this point.

We had it with 4.06, but reverting to 4.05-1404 has definitely fixed it.
I've stuck with 4.06 so far because Jud said it handles Juno bounces
better and after my last go round with trying to resolve things with
Juno I want to make sure that they don't have anything for which they
can *legitimately* bounce me...
