In our case, I believe the same address is not getting duplicate
messages. However, haven't done any tests with restarting to see if
it queues anything back up - we've reverted to 4.05 at this point
until solved.

Again, in trying to narrow down the problem. Are these being sent to
the same address more than once, or is this the first time for the
addresses that are being sent to after the restart.

We had it with 4.06, but reverting to 4.05-1404 has definitely fixed
it.
I've stuck with 4.06 so far because Jud said it handles Juno
bounces better and after my last go round with trying to resolve
things with Juno I want to make sure that they don't have anything
for which they can *legitimately* bounce me...
