Not sure if anything other than this would be needed or not, but how about
a:

sed -i -e '/^GROUP=/d' etc/useradd
}}}
before installation? Or is that what you meant with the "related handling
of it in useradd and usermod" comment?
If changes to the source of useradd and usermod are required, then I'd
probably be in favor of adding a GID-1000 group. I don't think any of the
groups that we have would be right for this setting, except *possibly*
nogroup.
