I've ran into this issue too on my Arch Linux/Windows 8.1 dual-boot.
However, I found a way to fix this.
In an administrator mode console on Windows, type in this command:
bcdedit /set {bootmgr} path \EFI\wherever_the\bootloader_is.efi
Of course, change the path to where the actual bootloader you are
using is. Reboot, and hopefully the proper bootloader menu shows up.
