I've ran into this issue too on my Arch Linux/Windows 8.1 dual-boot.
However, I found a way to fix this.
In an administrator mode console on Windows, type in this command:
bcdedit /set {bootmgr} path \EFI\wherever_the\bootloader_is.efi
Of course, change the path to where the actual bootloader you are
using is. Reboot, and hopefully the proper bootloader menu shows up.

I saw this too. The only negative side to it is, depending on what
somebody wants to do with their machine, efibootmgr becomes
irrelevant. In my mind, it just limits what I can do with my machine.
The real option, if it's available, is to not use windows. :)
As it turns out--and I saw the wiki article--this didn't work for me
although I was able to change that path. I discovered that HP hard codes
the path to the OS bootmgr in the firmware and there's no option to
change it in the BIOS Setup. I had to change the name of the OS Bootmgr
file and copy my grub image to that file name.
Then I couldn't boot windoze. (Not really a bad thing, but I need my
iTunes.) I changed the "chainload" line in grub.cgf to point to the file
that I had renamed and now everything works the way I want it to.

HP lost a customer in the last couple of days. This was just the
frosting on the cake. When I started trying to fix this I didn't realize
that I was fighting both Microsoft and HP. One is bad enough. Oh well.
