Please don't top post.  And (arguably) you could have asked this in
a new thread - it is nothing to do with wget.  Anyway -

The book extracts tzdata from within the glibc-2.24/build directory.
And when you have completed the glibc page you can get rid of the
extracted glibc-2.24 directory.  So, the fact that a few tz files
are scattered in that build/ directory is not important.

But if you ever want to upgrade your tzdata on a completed system
(e.g. a government changes the rules for daylight saving time) then
you might want to create a directory.

On the other hand, perhaps you need to read the book more closely :
the command references ../../tzdataX.tar.gz (where X is 2016f for
7.10, or later for svn versions of the book).  That is why I say
that the book runs it from within glibc-2.24/build.

And yes, scattering random files over /sources (or over any other
directory where you happen to be building when you get to BLFS) may
cause you annoyance.  But well-spotted for noticing that tzdata
untars into the current directory ;-)
