answering myself:

Looks like the font size is controlled by the attribute-set named 
"book.titlepage.recto.style" which is defined in 
{stylesheets}/fo/titlepage.xsl. If overwriting it using

<xsl:attribute-set name="book.titlepage.recto.style">
  <xsl:attribute name="font-family">
    <xsl:value-of select="$title.fontset"/>
  </xsl:attribute>
  <xsl:attribute name="font-weight">bold</xsl:attribute>
  <xsl:attribute name="font-size">20pt</xsl:attribute>  <!-- tweak -->
  <xsl:attribute name="text-align">center</xsl:attribute>
</xsl:attribute-set>

the lines on title page gets bigger. But unfortunatly all of them, title as 
well as subtitle etc.
At least there is an effect.
I don't know how to get that varying depending on title/subtitle and such.
