In theory if someone has already a .dir-locals.el with its own settings
I agree it could be annoying.  There are ways to load one from the other
one also, so also that should not be a problem.

And by the way many other projects provide a .dir-locals.el, it helps
emacs users to get the right style out of the box and doesn't harm
anyone else.

I agree that the hooks for example are too strong, but *only* for
variables like compile-command or c-style I don't see what problem they
could cause.
