Sure, but it can't be done in the same way.
The dir-local variables are a great thing but not so easy to move
somewhere else and be used anyway, some other more complicated tricks
should be used to get the same nice behaviour.
$>mv tools/.dir-locals.el .
is that hard?
or maybe:
$> make emacs_happy
