For some reason I can not read the FPS using mplayer and if I force 12 fps it 
starts the playback but doesn't play anything, i.e
exits after a couple of seconds. Ffmpeg doesn't seem to do anything with the 
file.

The URL contains a redirection to  
rtsp://prug.rtsp-youtube.l.google.com/ChoLENy73wIaEQmJv18x7xfevhMYESARFEgGDA==/0/0/0/1/video.3gp,
through the "Location:" tag that is currently not supported by libavformat.

If you try to open
rtsp://prug.rtsp-youtube.l.google.com/ChoLENy73wIaEQmJv18x7xfevhMYESARFEgGDA==/0/0/0/1/video.3gp
then both ffmpeg and ffplay are able to get the stream.
In your program, you just have to open the "rtsp://..." url instead of opening a
local file, and everything should work without problems.
