I got that error when I tried the URL you originally posted, because libavformat
does not properly understand URL redirection. But when I try the "real URL",
ffplay
can receive the stream. I suspect there is some problem in your setup (maybe
you don't
have the latest ffplay version, or maybe there are problems with firewalls
and/or
similar stuff).

I do not know what 3gp standards mandate... Surely, libavformat cannot receive
H.263+AMR, but it can receive MPEG4 audio and video over RTP.
